 Delray Villas Recreation Meeting of March 20, 2024

The Meeting was called to order at 7:00 P.M. by President Joann Albertson.  Pledge to the flag was held.  A moment of silence was held for our dearly departed board members, armed forces, neighbors and all those involved in the wars going on.

Patti Lazaroff announced that in Memory of RUSS MAYER the Car Show will be sponsored by Dee’s Road House on 2/1/25 with a rain date of 2/8/25.

Pat Sullivan’s daughter will be here for vacation and her trailer won’t fit in her driveway. She requested permission to park it in our clubhouse parking lot for the week.  As discussed in our last meeting, a sign has to be put in her window that the Recreation Committee approved it.

Correspondence

The minutes were read by Lynne Cohen, secretary.  A few minor changes were made and corrected.  The minutes were accepted at that point.

Deb Willson questioned when our audit will be done again.  Camille Montemurno told her it is done annually.

Camille Montemurno read the financial statement.  Copy attached.

Charlie San Filippo had questions about our profit and loss statement read by Camille Montemurno.

Bill Yesowitch congratulated the board on being right on spot with our financials. He then stated that on Nov 17, 2023 Shelley Miller filed a report with the Sheriffs Dept in reference to our losses.  Then again on Nov 22.  She became ill and for a few months it wasn’t followed up.  Bill Y. then followed up with Detective Coleman, the Financial Fraud Unit for District 4, and he stated he now has all cancelled checks.  He will see where it was deposited & who deposited it. 

Kathy Lee Casale questioned why Sheriff wasn’t contacted immediately when the microphone was spotted in ceiling? Bill acknowledged that it is in the hands of both attorneys… .the Rec and the HOA attorneys.  They will let us know as soon as there is something to report. Kathy also questioned if all our shows are paid for by the ticket intake and was told absolutely.  No additional funds are being used.

Howard Appel questioned our Profit and Loss from January.  Camille responded that all checks weren’t deposited as of our February end of month statement. That is due to Shelley Miller being ill and checks weren’t handed in at that time.

Judy Clemon proceeded to read the changes in the Docs. The rest of the Docs that remained the same weren’t read then.

Mike Montemurno made a motion that all Docs should have people read on their own and not totally ready at meeting.  Deb Willson questioned how older people can read online by themselves. All Plat Board Members will have ability to help the elderly read the Docs online.  Cover letter going out to all & people have to sign and return that they have read the Docs.  You have the right to agree or disagree with the new Docs and vote your choice. Bob Albertson will be counting the votes before April 30.  They are due by May 15.

Bill Yesowitch feels all homeowners should receive a copy of the Docs sent to them.  Mike Montemurno said all homeowners will receive a totally finished and corrected copy when they are all completed and not before.

Ritter reported the pool will be closed from 4/1-4/5 due to Black Algae. All buildings have been treated for Ants.

The new clubhouse has had pads installed on legs of the chairs, so as not to scratch the floors

He is aware of the cobwebs problem and tries to keep up with cleaning them.

Ritter is also putting out landscaping bids.

Bushes will be trimmed a little so everything can be seen through the tops of them.

Our hot tub is heated up to 102 degrees.

There are two alligators in our lake and the trapper is working on getting them.

Two lights are out by our tennis courts.

Please only use toilet paper in toilets and nothing else.

Kudos to Charlie Sanfilippo and Harvey Lazarowitz for cleaning our curbs around the circle and making them look good as new.

Marc Cafeiro is overlooking the pool with Ritter and doing a great job.

Judy Lacorte reported about the newly formed Singles Group. Kudos to all that helped her.  She is asking for monthly permission to meet. If using the card room, no permission is necessary but if using the Viking Room it must be approved through scheduling with Shelle England.  She asked for April 16 and April 29.

Mike and Camille Montemurno were presented with an award for outstanding service from Recreation Committee for our beautiful “A” building.  Their tireless effort wasn’t going unnoticed.

Shelley Miller spoke on behalf of her and her husband Ron Miller for all the love given to both of them when she was recovering from her illness. 

Tommy Rudolph requested that we advertise more about our upcoming shows to make people aware of the happenings. Now that we have new entertainment that will bring people to the shows.

Marlene Mirsky would like ALL events to be listed on advertising them.

Alan Shwartz put our slide show on web sites.  All entertainment info can be given to Plat Presidents to distribute to their plats.  There were 28 people on Zoom tonight.

Delray Villas Recreation Meeting of January 17, 2024

The meeting was called to order by Lynne Cohen, Secretary at 7 P.M.  Pledge to the flag was held.  A moment of silence was done for the dearly departed board members, armed forces, neighbors and blessings to the people of Israel.

Attendance was called:

Howard Appel, Michael Goodman, Iris Schnell, President Joann Albertson, Secretary Lynne Cohen, Patti Lazaroff, Camille Montemurno, Shelle England and Tom Clark.  Excused absences were Arleen Kessler and Shelley Miller.

Meeting started with reorganization of officers and until a President is nominated Lynne Cohen, Secretary will run the voting.  Camille Montemurno nominated Joann Albertson for President and Lynne Cohen 2nd it.  Vote was unanimous and Joann said “one more year”.  Nomination for Patti Lazaroff for Vice President was unanimous. Patti Lazaroff nominated Camille Montemurno for Treasurer and it was voted unanimously.  Patti Lazaroff nominated Lynne Cohen for Secretary and another unanimous vote was held.

Scheduling by Shelle England:

Mike Montemurno cleared April 6 from 7-11 P.M. for Plat 4/5

Marlene Mirsky changed 3/15-3/9 for After 6, the Rhythm Chics from 6:30 – 10 P.M. in the “A” building, $25 for members and $30 for non-members.

Bob Albertson from Plat 3 sent a letter about their re-election and stated due to there not being a quorum no election was held. Marianne Hallahan resigned.  The same representatives from Plat 3 will continue on the Rec Board Joann Albertson and Iris Schnell.

Scott Bradley, President of Plat 2 sent letter stating that his Representatives on the Recreation Board are Howard Appel and Michael Goodman..

Mike Montemurno, President 4/5 announced his Recreation Board elections as well. Patti Lazaroff, Camille Montemurno and Lynne Cohen were elected. The only Plat that didn’t send us a letter about their board is Plat One.

Bob Albertson sent Congratulations to Mike Montemurno and the Rec Board about the grand opening of the “A building”.

Letter came from the U.S.P.S. about the Case Confirmation being reviewed about the mail tampering and theft.  It is still under investigation and they will contact us with further information.

Financial Report by Camille Montemurno, Treasurer

Three bank statements from Fifth Third Bank $27,709 balance; $10,378.41 was our loan payment and we deposited $20,000 to cover it.  The Money Market has $236,547.24; Our operating account had interest of $495.56 with $148, 894.71.  Our beginning balance was $73,159 and ending balance was $146,551.91.  The vendors will be paid.  Truist Account not available as of this meeting.  A meeting with all treasurers in all Plats will start off fresh.  The bank returned our missing Insurance Check of $18,722.90 to our account. They also returned to our account the PMA check of $4,059.  Atlantic Pool check not yet returned for $2,080. 

Mark Cafeiro wanted to know if Fran Costa was on the checking account as a signer.  She was but isn’t anymore.  No checks were ever signed by Fran Costa.

Deb Willson wants to know if anything is missing on monies over the years. Discrepancy on bookkeeping 12/31/23.  New numbers will start immediately. Our monthly income is $65 per 1126 homes or $73,190.

B & C Building

No reports.  Patti Lazaroff ordered a cable for the LAT in the gym. The Cable is wrong. One remote is gone and one not working on TVs. Breezeline will come in to repair.  All TVs are now working.

Entertainment by Alan Rossman

Great turnout for “Queen Flash” with 170 ppl in attendance.  It rocked the house.

The January Big Easy trip is cancelled and rescheduled for February 23.

The Health Fair is Jan 31 with a free lunch from 10 am- 12 pm..100 people are already signed up.  Choices for lunch are either tuna, turkey, or veggie heros.

Valentines Day party will be on Feb 10 at 7 P.M. costing $20 pp including meatball sub or eggplant sub for vegans; entertainment is Vibe Pirates.

February 24 is George Casey $35 pp with coffee and dessert.

March 20 is the Sugarland trip costing $18 with lunch and bus

March 26 is bus trip to Ft Meyers theater to see Carole King Show $140 pp with lunch included

Recreation News with Patti Lazaroff

If anyone has any info to announce call Patti so she can write in the paper.  Plat 2 needs 100 papers; Plat 3 needs the regular amount and Plat 1 needs 125.

Entertainment news- Movie Night not going over too well and suggestion was to stop it. Shelle England suggested that the Recreation Board should decide.

Landscaping- no report

New landscaping company has started.  Further info to follow.

Pickleball- Marci Mendelson

Marci asked if pool can be kept open until 10 p.m. instead of 9 p.m. due to Pickleball ending at 9 p.m. and they would like to use the whirlpool/hot tub.  The board felt it would be very noisy not only from the adult pickleball players but young children from visitors within our community. It was not looked at favorably from the board. We will revisit it at a later date.

Cleaning was approved for the Pickleball Court last month for $1800 but due to the bad weather it never took place.  Now they need to increase the amount .  They have to bring the correct estimate before the board next month. It was voted not to exceed $2500 for wind Screen and cleaning. It was approved.

Marci wants to make 4 pickleball courts out of the far court.  Center court will be 2 pickleball courts. The estimate is about $20,000.  It was said that we need bids from each plat and a board member.

Parking lot has to be finished as well… Shelle England would like it to be revisited at a later date.  Camille Montemurno said 1126 homes need the parking lot done for $129,000 and it will absolutely raise the value of our homes.  We are NOT trying to raise assessment for next year.  The light at the tennis courts is out.  Also the security camera is not working so Alan Shwartz will talk to our electrician.

Kathe Lee Casale is concerned over the fact that our HOA has been increased since she lives here 3 times.  Lots of rumors circulating around in our community of which are not necessarily true. Advised by board not to pay attention to rumors. Please bring it before the board to clarify them.

Rick Mancini stated that a lot of other things need to be done besides Pickleball and all everyone needs is patience.  Marci reiterated that the courts need to be resurfaced.

Nancy Grasso said if we have 20 ppl for pickleball let them chip in $1,000 ea to have the work done if they can’t be patient. People shouldn’t be raising voices over this…Patience is a virtue.

Jim Donovan feels we need a better plan to move forward.

Rosalinda Perez had Rich Scanlon fix her driveway and couldn’t park her car on it.  She received a nasty note from an anonymous person which wasn’t from the Recreation Board. We told her to park in our Rec Center parking lot as long as she has a DV sticker on her car.

Lost and Found- Shelle England

Expensive Sunglasses were lost at our pool.  Also a silver bracelet was lost at Queen Concert.

Joann Albertson announced that Tai Chi will be starting at N/C to people sponsored by Civic Center 2 times a week an hour a day and then it if blooms it will be increased in the Viking Room.  It will be very helpful for Seniors that need balance workouts.  You must give it a 6 month commitment.

Good and Welfare

Tony Costa would like to continue with his responsibilities with pool and landscaping.  He is welcome to continue helping under the direction of a board member. A closed vote was taken by board and it was voted and counted by President Joann Albertson who did not vote and it was unanimously voted not for Tony to finish his position.

Patti Lazaroff brought up about our documents and that will take place hopefully next month.

Mark Cafeiro wanted to know why Fran Costa was listed at bank for our checking account if she wasn’t an officer.  No answer was found why that happened.  He also asked if we added to our insurance coverage due to the fact that we were increased such a large amount.  We didn’t increase our coverages. The Insurance Company prices were raised without that happening.

Charlie San Filippo asked for people to volunteer rather than to just complain. It takes a village to make things work.

Rich Scanlon said he did some driveways in our community and wants to make sure he can tell people with a DV sticker on their car that they can use our Club House parking lot.

Ed Clemon stated the board is all volunteers and they should be appreciated.

Ron Miller stated about Shelley Millers hospitalization and asked for prayers for her recovery.  He also thanked everyone for their get well wishes.

Alan Shwartz reported that we had the most number of people on Zoom than we ever had before..38 people.  He also was thankful for the new sound system working so well and so grateful for our new “A” building and all the volunteers that helped Mike and Camille Montemurno make it happen.

Marlene Mirsky got up to speak to Shelley Miller about her show on 3/15 conflicting with After Six show on 3/16 for St. Patrick’s Day.  Two shows back- to back will be too costly for people. Shelley Miller agreed to cancel her show of “Never Say Never” and book them for later date.

Mike Montemurno said elections were held for Plat 4/5 and elected were Patti Lazaroff, Lynne Cohen and Camille Montemurno.

Shelley Miller was going to read the Profit and Loss Balance Sheet but due to it not being 100% correct…we will discuss it at another time.  Shelley didn’t have permission to go into Quick books and do corrections.  Sheila Lane wanted to know why our books are still incorrect. At first it shows a $26,000 income and then a $743,051 loss.

Bill Yesowitch said he has been asking for how much we took in, how much we spent, and what is left all year but to no avail.  He isn’t happy about this.

Regarding the missing checks from last month’s meeting. Bill Yesowitch has

Contacted the USPS per stolen and fraudulent mail.  The Sheriff’s office has been contacted but they needed a board member not Bill.  Shelley Miller represented us as the board member.  The Atlantic Pool check for $250 was washed and made out to Daniel Klapper for $2500 instead.  This was done on 2/7/23 and returned by bank.

Joann Albertson, Tony Costa and Fran Costa are listed as bank signers for the corporate records.  This is incorrect instead of Fran Costa it should have read Lynne Cohen. Per the bank, Fran Costa can’t be a signer due to Tony Costa being her husband and she is the bookkeeper. On our annual report no treasurer is listed.  We have had poor management with our finances.  We need to take action now. Tony and Fran Costa need to return their credit cards. Shelley Miller expressed that we need to open a brand new account with Tony and Fran Costa omitted.  We need vendors signature from the three missing checks.  One check signature looks like Santa Claus. All checks were deposited at the same branch of Regents Bank. The following checks are still missing:

AFCO- $18,000 written on Saturday 9/16 and deposited on Monday 9/18

Atlantic Pools $2500 written on 10/1 and deposited the next day 10/2

Pioneer Management $4,000 written on 10/1 and deposited the next day on 10/2

These were all deposited to an account in Regents Bank at the same branch.

Bill Yesowitch said the Sheriff’s Office needs to subpoena all bank records. Mike Montemurno asked for all questions to be held until Shelley Miller finishes her reports. Subpoena both Truist Bank and Regents Bank. The checks were written on The Sun Trust checks that were remaining. Mike reported to Shelley that Regents Bank now has a card service for the ATM machine called Regents Now and we should look into it.  Detectives can go to judge and request two subpoenas.  It takes 90 days to get a decision. That takes us to the middle of January and middle of February.  In the future NO checks should be pre signed.  The $250 check was changed to $2500 and written out to Pool Co and changed to Daniel Klapper.

Sam Fleishman said to get copy of 3 checks. who was the check signed by and who cashed it on back.. Joann Albertson and Tony Costa were the signers on bottom of check on front.

Nancy Grasso commented that the signer on front of check is not responsible only the signature of who signed on back of check for deposit.

Kathe Lee Casale asked if we need 2 signatures on all our checks. Shelley Miller said we shouldn’t use the Post Office on Military only the one on 441 behind WaWa.  Joann Albertson said we should look into paying our bills online from this point forward. 

Tommy Rudolph said dealing with the Post Office and Commercial Banks take a long time.

Camille Montemurno suggested from this point forward we should keep a binder of everything written for future reference.

Howard Appel asked when we are going to change banks and Joann Albertson said as soon as we change our board.  Each person that is on the account needs to be there in person.

Kathe Lee Casale said we should have an outside auditor besides our Lynn Kransburger that we use now.  Joann Albertson agreed to do that.  Camille Montemurno said we should trust our own auditor that has been doing the work for us all along, Lynn Kransburger.

Michael Sanchez, son of an owner appeared on her behalf, from 6025 La Salle Road to ask if due to this money being missing are they going to get another HOA increase.  The answer is NO increase due to this loss.

Tommy Rudolph a former police officer in NY City asked if there are any other checks missing besides what they are being told currently. 

Shelley Miller said that the day before Fran Costa told her she had to stop payment on two checks.  When called on the phone during the meeting Fran Costa refused to answer that question.

Shelle England said we are going to be more vigilant from this point forward.  Draw our swords and put shields up for the future.

Nancy Grasso complimented the board for doing all the work that they do.

Kim Melito said all checks should be copied before mailing them out…front and back of checks.  Lynne Cohen agreed with that great idea. 

Sheila Lane said our records need to be correct before we give it to our auditor.

Shelley Miller said all Presidents of Plats should have meetings together to help each other out as we are ONE community working towards the same goal. Mike Montemurno has invited the other Plat Presidents on several occasions to no avail.

Tina Pinto the Vice President of Plat 1 was in attendance.

Mike Montemurno said Recreation Board and all Presidents of each Plat should absolutely meet occasionally.

No Profit and Loss this Month was read due it being incorrectly figured.

Building B and Building C- Tony Costa reported no problems currently.

Alan Shwartz got a new sound system and is tickled pink about it.  It works fantastically even from another table where he is seated through his I-Pad.

Drawer 9 our final drawer was used for $148,894.71..our total loan of $1,334,248 is now complete.  The drapes are remote controlled, the lights all in except the dressing room lights, 2 lobby lights forthcoming, the A/C is up and running, the pre-construction cleaning was completed, then the cleaning company came in to polish the floors, the waterfall feature will be installed shortly, the lobby still needs furniture, TVs will be set up in the lobby to show our old building pictures as compared to current EXCLUSIVE clubhouse we now have.  Mike Montemurno and Alan Shwartz took the liberty to upgrade our Stage Lighting for @ $2,000. We are expecting about 150 people New Years Eve.  Shelley Miller read the menu planned for New Years Eve.  Joann Albertson said EVERYONE will be pleasantly surprised when they enter our NEW CASTLE.  Kudos go out to Nancy Grasso for her decorations, flyers she prepared and her talented work on doing it all.

 Tony Grasso announced the newly planted flowers will be blooming by New Years Eve.

A big thank you goes out to Tom Clark for donating two mailboxes for Plat One to receive our Recreation Paper.  Tom should be thanked taking on any work that he is asked to do for anyone that requests it of him.  Thanks Tom!!

Shelle England had nothing to report about the Lost and Found.

Alliance Report

Iris Schnell reported she couldn’t attend but got the info anyway.  The new Mayor is Maria Sacks.  Michael Barnett is the Commissioner for the Criminal Justice Committee. Please be aware of your surroundings especially around the holidays.  There is now extra security being provided around Jewish synagogues due to the current situations in our world. Palm Beach County has extra preventative measures for our safety. Forms were handed out for health information of you and your mate to be put on your refrigerator for Paramedics to see in case of an emergency.  Joseph Abbruzzo announced that $135 million was purchased in Israel bonds. Rhoda B said a speaker was going to come there to talk about insurance. It will be held at the South Civic Center on Jog Road.

Joann Albertson announced January 17 will be the next Rec Meeting at 7:00 P.M. but at 6:30 P.M. the board will have a reorganization meeting first.

Good and Welfare

Kathe Lee Casale brought to the floor a question about what is happening in reference to the Pickleball Courts.

Marci Mendelson the Plat 1 representative for all Pickleball Players that were there in attendance.  Cleaning and wind screening to be put together.  It was passed that $1200 for cleaning and $600 for wind screens being secured in place.  Shelle England asked for vote to have that passed.  Competitions with other communities will take place once all is completed.  The pickleball players hope to redesign the courts into 4 pickleball courts and 2 combined for tennis and pickleball.

Board Meeting

November 15,2023

 The meeting was called to order at 7:00 P.M. by President Joann Albertson in the Viking Room.  After the pledge to the flag, a moment of silence was held for our departed Board Members, family, friends, residents and our armed forces.  Prayers for Israel were also expressed.

Attendance

Present were President Joann Albertson, Vice President Tony Costa, Treasurer Shelley Miller, Secretary Lynne Cohen, Patti Lazaroff, Howard Appel, and Tom Clark.  Excused were Arleen Kessler, Shelle England, and Judy Clemon.

President Joann Albertson spoke about the anger in our world.  Delray Villas should have peace & tranquility- “Love thy neighbor”- lets all come together and love each other in a peaceful world.

Scheduling

Notes were taken as Shelle England was not in attendance.  Mike Montemurno questioned whether 12/18 was available for 4/5 Board.  12/20 is the Rec Meeting.  Marlene Mirsky questioned restrictions for A building- 50-100 ppl minimum in that room otherwise events can take place in Viking Room.  Booking only 6 months in advance but outside vendors need a year in advance.  This only holds true for After 6 Club as it is an outside club.  The HOA and the Rec Board it doesn’t apply too.  Rec has more activities than once a month.  Mike M suggested Rec Board and After 6 should consider combining their activities.

Shelley Miller read the Profit and Loss Statement and the Balance Sheet.  Attached on back. Sheila Lane said we need separate line items for all entries.  Pres. Joann Albertson announced that Howard Appel will be our new treasurer and he will have a new bookkeeper as well.

We have had 3 checks stolen and cashed as follows:

Atlantic Pools- $2,076.48 stolen at Post Office and cashed

PMA- $4,079.82 signed and cashed

AVCO- $18,730.90 being investigated

Totaling $24,887.20

We had to repay these again.

Another was washed in February and under investigation.  It will take the bank 90 days to clear from October.  Patti Lazaroff asked why we weren’t notified before last meeting.  Bill Yesowitch wanted to know if it was reported to Postal Authorities, Police and the Bank.  No report was filed out.

Lynn Cranston our auditor will have to change some items as we haven’t had these in years, and they simply don’t exist (parking lot, building, pool and grounds) She will set up the line items correctly.  Sheila Lane suggests an auditor from outside should fix everything correctly.  The accounts simply don’t belong there.  Sheila Lane has tried to correct this.  Bill Yesowitch said the books are messed up.  $88,000 loss for month of October.  Shelley will get numbers next month for the totals.  She felt we are paying for things for Building A.  Patti L announced the Water Bill should be checked as we were leaking and refilling.

Building B & C

Tony Costa said everything was fine.

Gym

Mark Caffero announced that the TVs don’t work properly in the gym.  Treadmill 1 works, Treadmill 2 heats up and shuts down after 2 minutes, Treadmill 3 goes in and out constantly. It will be checked.  People keep rebooting them.  Breezeline affects the TVs.

Tony Costa said the pool wasn’t leaking but the pool guy didn’t reset it properly.  He cleaned the filters and forgot to put one back on.

Mike Montemurno wants to know why people are treated rudely when talking in microphone.

Entertainment

Shelley Miller reminds everyone to sign up for New Years Eve.  Entertainment will be Jimmy and Gina, no karaoke, no mariachi.  A ventriloquist will perform as well.  We are serving an Italian Buffet catered by Sal’s Italian Restaurant. Most importantly we will be celebrating the New Year with our NEW BUILDING- the A BUILDING.

Joann Albertson announced the Grand Opening celebration will be announced.

Recreation News

Patti Lazaroff announced that Plat 1 had about 50 Newspapers, all gone in their new mailbox, thanks to Tom Clark installing a mailbox at their pool courtesy of Tom purchasing one for them. Thanks Tom for being a real team player.

Marci Mendelson from Plat 1 explained their Plat newspaper went digital.  The don’t deliver it to each home anymore with the exception of 5-6 homes being delivered.  Marlene Peritzman verified that their Plat is mostly digital as well.  Patti Lazaroff said she would send our Rec News to Marci digitally so she could include it in their paper.

Tony Costa said everything is fine with the landscaping.

Patti Lazaroff announced that the Pickleball Courts were sprayed. A large group of pickleball players showed up for our meeting to discuss that the courts were filthy and need upkeep.  Marci Mendelson showed pictures of the poorly kept courts. They all feel that it is a health hazard.  We will be looking into someone to clean the courts along with some of the pickleball players researching vendors to do this.

Harvey Lazaroff said that Charlie San Filippo sprayed the courts with “Wet and Forget”

Kathy Lee Casale- said pressure washing won’t hurt courts.  She wanted to know what each maintenance man does and what their jobs are.

Alfred Serano suggested a cleaning service.  We notified him that we might have to charge people for it.

Bill Yesowitch wants to know if Ritter can hire someone as he is a private contractor.  Joann A will look into this.

Camille Montemurno made a speech on behalf of Ritter stating he has been with our community more than 26 years and maybe we should do something for all his years of service. Have a luncheon or a dinner to honor him and present him with a gift.

A Building

Mike Montemurno introduced Jennifer our interior designer and complimented her on all of her great work she is doing.  She is not paid by Delray Villas but the company she works for. Jennifer is saving us hundreds of thousands of dollars on all the work she is doing.

Mike went over all his spread sheets. Copy attached. Changes had to be made to several things for ADA compliance. There are still things that have to be changed to meet ADA compliance as well. We are still awaiting the toilet partitions.  Parking lot not being done now but later on down the road. Fifth Third is letting us borrow money but we must pay it back.  Thanks to Randall allowing us to do this.  Maybe after January it will be done.

Alan Shwartz, our maestro, was happy his sound equipment is starting to be installed.

Porta-coshare and sidewalks aren’t being done as long as they are not touched.  Will be looked at down the road.

The meeting was called to order at 7:00 P.M. by President Joann Albertson in the Viking Room.  After the pledge to the flag, a moment of silence was held for our departed Board Members, family, friends, residents and for Israeli tragedies of war.

Shelley Miller read the treasurers report as follows:

Plat Assessment is $41,300 of which $15,000 goes into reserve every month for parking lot in savings account. There is no money market.

Bill Yesowitch questioned the numbers of year to date on statement.  He made a balance sheet and it seems the numbers don’t jive.  He wants to know what the balance sheet “replacement funds” are. Shelley will have answers for him next month. Mike Montemurno wants to know why she doesn’t have the answers now. He questioned the parking lot funds being in the Truist Bank of $85,000.

Tina Pinto, Vice President of Plat 1 HOA, questioned who has a degree in finance?  No one needs to have a finance degree.  We have a finance committee only. We told her we have 1126 houses here and we all try to do our best to help everyone. She was questioning the loan and Camille Montemurno came up to explain things to her.  We have a draw note for $1,334,031.98 with 5 year swap curve at a loan rate of 6.79% for 102 months and $18,167.90 for 96 months.  The other month was interest factor.  We renewed the loan from April- September and extended til November 21.  We will send off, sign and close next week.  This month we are only paying interest plus principal then November we are paying $18,167.90.  The loan started October 2022. 

B and C Building

Tony Costa reported no problems and everything is going fine. Patti Lazaroff reported the water by the stairs with the skimmers are filthy.  Water needs to be higher for the water to flow properly.

Joann reported that the Rec News isn’t wanted in Plat 1 as per a letter she received from Plat 1 President, Angel but they really need to get it.  Tina Pinto said only 5 people want the Rec News printed but the rest would like it online. Marlene Peretzman suggested a place to pick up Rec News would be great.  Tom Clark has installed a mailbox near the pool for them to pick up the paper.  50 papers will be put in there to start with and we will see if they need more.  Alan Shwartz said the newsletter is online in Rec Association website.  Sam Fleischman questioned whether or not they really want to see it.

Landscaping

Tony Costa reported all good.

Channel 590

Alan Shwartz said there is no more Channel 63; 8001 is 590 for Plat 4-5.  He sends corrected slide shows for all to see. Everything is working just fine.

Alliance Reports

Iris Schnell reported the guest speaker was Alexia Cox, the deputy chief assistant to State Attorney, Chief of Domestic Violence. This month is domestic violence awareness month and if we want them to come to visit us the speaker will be happy to. 

Auto theft is rising.

 You shouldn’t put checks in your mailbox, not too safe.  If you want to make out a check write in black gel not blue ink. 

Palm Beach County Sheriffs Office is holding a Public Safety Expo at South County Civic Center. 

The Fire Rescue this month has had over 3,000 calls.

Proton Therapy Institute had a speaker again discussing Proton Therapy.  They have a stand alone without Delray Affiliation not necessarily Delray Medical Center. You could use any Dr you want.

Delray Beach Golf Course has a “historic status”.  They have a fund of $16,000.000.

Rhoda Berman reported that tai-chi is open for all and paid for by Medicare.  Maria Sachs secretary has info for us to have it at our clubhouse if we would like.

Mike Montemurno came up to speak with a full wagon of his books to be viewed by all that want to see it…by appointment only after approval by board.  They will be kept in the office.  He also apologized to the board for going over the budget with a 10-11% increase.  It will be $148,420.52 overrun. We are being hit with a $57,000 fee for water in case of a possible fire.  It is perfectly legal BUT never heard of by anyone before.  We are a commercial property!

There is a $73,000 change order for electrical-savings loan for final payments after lease of leans have been given to us.  $47,866.80 for our lighting package.  $3,000 for revision of prints.  All inspections are done. Painting and marble done. Tiling done.  FPL putting electric on.  Cool team getting ready for A/C Units. 

BIG OPEN HOUSE IN NOVEMBER!!! We should have a table at our Grand Opening for all Contractors.

December for New Years Eve looking GOOD. 

Just remember the last time any work was done in the clubhouse was in 1981.  It surely was time to do what has been done for safety sake.  This raises our property value.  Kudos to Mike Montemurno for all he has done.  Charlie San Filippo wanted us to know that Mike and Camille have saved us over $600,000 for being our contractors on this job….very big gift for our homeowners that would have cost over $400 per household.

We should try and reduce our deductibles on hurricane portion.  Our new building is totally hurricane proof.

Joann Albertson announced elections are coming up.  In order to run you would need a letter of introduction from your Plat. You need to tell us what you are bringing to the board. Each President of their HOA needs to be told first.

 Mike Montemurno said if people want to run from Plat 4/5 it has to go to him before its presented to the board.  This is not a popularity contest.

Shelle England reported lost and found.  There are items that are not being claimed. 

Toby Gordon gave kudos to the board for doing a great job.  It is much appreciated by all in attendance.

Joann Albertson said the next meeting the documents will be presented.  Hopefully they will be sent out by the first of the year.

Scheduling by Shelley England

Our 4th of July barbecue is all prepared to be magical with hot dogs, hamburgers and all the fixings.  We will have an alternative for vegans. Labor Day is scheduled and looking forward to another great party on September 4, 2023.  Our Health Expo that was originally scheduled for November 17, 2023 was postponed until January 31, 2024.  Jimmy John’s is providing free lunch, Iris Revson will be providing music, singing and dancing.  Many vendors will be in attendance.

Our New Years Eve Party is still set for December 31, 2023.

The group “Queen Flash” will be performing on January 12, 2024.  February

16, 2024 the Comedian George Casey will be performing.  Line dancing will start on June 30, 2023 by Debbie and Joe Willson and Karaoke will be held the last Saturday of every month.  BYOB and snacks.

Marlene Mirsky was asked to be flexible about the After 6 Band and Show that she has scheduled for November 18, 2023 as the first official show will be the Recreation Board having their GRAND OPENING party in the “A” building.  She had no problem with that.

Plat Assessments Total Income is $ 97,860.00.  Newsletter won’t be any charges as it’s done for summer until September.  Cable TV( Comcast) is no longer after August 1 for Plat 1 and the price will be lower with their new service.

No expenses and Physical Activities being held.

Money from Plats is $15,000 per month.

Mike Montemurno asked if Truist Money Market is $218,000 plus $15,000. Where is the reserve account going? You can’t have $500,000 somewhere and call it the reserve account. $385,000 is for our parking lot. Truist has $218,267.73 in the Money Market.  Fifth Third has $55,000 in it for our loan to be covered in case of default on payments.  Reserve accounts can’t be one $500,000 lump sum.  $252,952.12 is a reserve account in a savings account and has nothing to do with the loan.  Replacement Funds of $402,763.87 is for our Parking Lot.  The building has $79,707.27, pools, grounds, and landscape has $118,590.89, equipment has $98,598.53, and Interest of $6426.06.  Bill Yesowitch advised we can’t go over $250,000 in each account.  Howie Appel questioned where the difference of $200,00 is. $218,267.73 is in Truist Reserve and should be a money market. Joann said money is there and we will take care of it.  Howie Appel said it has nothing to do with the replacement funds.  Shelley Miller will check on accounts and update next month.

B Building and C Building

Tony Costa reported that both are fine. The defibrillators are there as well and working fine. Howie Appel said emergency signs should be at pool.  Patti Lazaroff said emergency phone is at the pool and it is working. Joann said our address is there as well.  Joann is working on an incident report form.   She will put together a committee to start working on one.  We don’t need an accident report form because it will be used for incidents that aren’t necessary.. i.e. a stubbed toe or a cut on knee.

Outside Activities

Patti Lazaroff reported all is fine.  All the cracks were filled on the courts.

Joann Albertson thanked Don Dougherty for filling in for doing our recordings while Alan Shwartz is away.  Fine job by Don.

Alliance Reports by Iris Schnell

The Delray Beach Golf Course Committee was trying to raise funds for rebuilding the golf course and bringing it up to date.  It was all turned down and they are using the city revenue instead.  City commission has public meetings to update on what is being done.  They would really like a championship course.  Shelle England reported that she has gone for years to these meetings and care is mostly being put into the Tennis Center instead.

Discussions were held by two top notch Doctors about Proton Therapy that is used by physicians on tumors that haven’t metastasized.  Only 43 are in the United States with three being here in Delray Beach Hospital.  It spares hi-dose radiation and spares healthy cells.  There will be a meeting held on July 13, Thursday at the South County Civic Center about prostate cancer.  It is a free seminar by reservation only by calling 855-721-0727.  The meeting is from 10-11 a.m.

Our docs are done but not being sent out until the “A” building is finished.

Report on “A” Building

Mike Montemurno sent out email to the Rec board to update to them as to what is happening.  He reported that we passed all inspections to this point.  This includes the wall rough, the plumbing, electrical, fire alarm, mechanical, ceiling rough and voltage rough. Insulation inspections will be done after all inspections are complete. The early energize permit was approved by the county to be used individually as needed. For example, the tennis courts, the Air Conditioning. There was an error on the totals about the wallcoverings by City Painting.  The line item says $48,555.29 instead of $77,326. So the corrected new total I is $145,000 instead of $116,000.

BOARD MEETING

WEDNESDAY, APRIL 19, 2023

The meeting was called to order by President Joann Albertson at 7:00 P.M. in the Viking Room.  After the pledge to the flag, a moment of silence was held for our Departed Board Members, family, friends, residents, and our Armed Forces, with special prayers for what is going on in the world with all the killings happening.

Present were President Joann Albertson, Arleen Kessler, Judy Clemon, Iris Schnell, Marianne Hallahan, Lynne Cohen, Patti Lazaroff, Howard Appel, Shelle England, and Tom Clark. Vice President Tony Costa and Secretary Shelley Miller were excused.

The March minutes were read by Lynne Cohen in Shelley Miller absence.

New appointments were announced by President Joann Albertson that Secretary Shelley Miller will be changing positions to be the Treasurer and Lynne Cohen will be the Secretary.  A vote was taken by the board and these positions were unanimously accepted. Fran Costa will remain the bookkeeper.

After Six

President Marlene Mirsky read the scheduling for the following:

All their future meeting are held on the 1st Wednesday of every month: 5/3, 6/7, 7/5, 8/2, 9/6, 10/4, 11/1, and 12/6. The following activities were announced and scheduled  May 5, Cinco de Mayo $15 pp, June 17 Pizza and Bingo $10 pp, July 16 Christmas in July Pool Party 4 PM-8 PM, August 13, 2 PM Grease at the Delray Beach Playhouse $30 pp and in September at Tin Roof “Drag Queen Bingo” date to be announced.

Correspondence

A letter was received from Charles San Filippo about things to improve for the betterment of our “Quality of Life” here. Joann isn’t reading the whole letter but will take the items into advisement.  He also asked that he is informed when these things are taken care of.  Suggestions were made for residents to clean up in the men’s and ladies rooms after themselves as they should in their own homes. Charles also volunteered to help wherever is needed. 

Financial Report

Audit is being done presently.  Our operating account has $79,641.22.  The reserve account has $218,264.09 and the reserve account in the Fifth Third Bank has $251,910.41.

“A” Building Report

Mike Montemurno gave his report on “A” Building…all power will be shut down by FPL for @2 weeks.  We purchased new sound system.  The floor will cost @ $80,000 just for the wood floors and not the tile included.  The fire alarms are already in. Our speakers are in.  The lighting package is on its way.  The wall coverings will cost about $75,000-$78,000. Our bank loan needs to be extended til 9/2023.  Appointment on 4/25 to have this taken care of by the executive committee.  The parking lot will be totally redone, sidewalks as well.  The curtains are being done. Our sprinkler system is in. Thanks was extended to Mike Montemurno for all that he is doing and he said it is not one person… it is a whole team effort. He is only hoping that EVERYONE should be attending our OPENING NIGHT.

“B” Building Report

Patti Lazaroff  requested we put a mat by ladies room door in gym so it is safe for “wet feet” not to slip and fall. Gym still has signs up from Covid that are not current.  They should be removed.

“C” Building Report

Step by outside shower to be fixed and outside tiles buckled.  Power washing was done by Ritter.

Alan Rossman announced all activities in Shelley Miller absence.  May 12 is Mothers Day Fashion Show and Luncheon $20pp. May 29 is our Memorial Day Party $15 pp with music, food and fun.  June will start off our Karaoke Monthly. Old Business

Patti Lazaroff would like the No Dog Sign on side of tennis courts to be moved to face front of our entrance to Activity Center and Main Building.  Dog discussion followed re service dogs and emotional support dogs. Emotional support dogs have priority over everything.  Plat 4/5 in future litigation over aggressive dog that is an emotional support dog. Any future signs should state NO PETS ALLOWED. Nancy Grasso was asked to generate a letter to our Congressman and or Senator to change the dog rules and all residents will sign.

Marlene Peretzman the treasurer of Plat 1 reported March Plat assessment on the P & L statement reported March Plat Assessment shows 0.00…please correct to show how much was actually sent.  The total for January February and March is $162,879.00. She said she sent in $13,000.00 in March.\

The meeting was called to order by President Joann Albertson at 7:00pm in

the Viking Room

Rec Board scheduled their March. April, May, June and July Programs.

Programs will be discussed during entertainment. For now we will just  

schedule dates.

The B Building is great. Many programs are in the Viking Room.

The gym is being used regularly. Hot days are here, and the pool is also

We have a schedule with upcoming programs. The programs

It was asked to start a singles group. Lynne Cohen volunteered to help the

Group.

Minutes were read from November 16 and changes were made to correct the financials for October. After corrections were made a motion was made by Patti Lazaroff and seconded by

MINUTES: Minutes were read from June 15th meeting by Patti Lazaroff. A

FINANCIAL REPORT: The report was read by Patti Lazaroff. Numbers were in line with budget.

 permits were approved and the renovations will begin. New gutters, painting the

ENTERTAINMENT: Alan Rossman announced the trips to Casino on 8/9/22

 were reserved at the Ft Myers Best Western for $88.09, including taxes.

As of March 31, 2022, we have $606,579.95. Plat deposits were $49,670.00. Operating Checkbook has $65,743.41 and the Entertainment account has $4,541.95. Treasurer explained that the report and everything is where it should be. A motion by Patty Lazaroff and seconded by Arlene Kessler. The Treasurer’s Report was accepted by all Directors present.

COMMITTEE REPORTS

A BUILDING

Mike Montemurno went over the renovation.  He did it line by line. We need to increase the amount of money we are going to borrow from the bank $750,000.00 to $850,000.00. A motion was made to increase the amount borrowed from the First National Bank Coastal Community from $750,000.00 to $850,000.00 by Patty Lazaroff and seconded by Judy Clemon and was accepted by all Directors present.  Renee Ward has an accounting background and has kindly offered to help Judy, as needed with A Building. Thank you, Renee.

MARCH 16,2022

  1. The meeting was called to order by President Joann Albertson in the Viking Room. After the
  2. Pledge to the flag, a moment of silence was held for departed Board Members, Family, Friends,
  3. Residents and our Armed Service Members. Present was Joann Albertson, Tony Costa, Judy
  4. Clemon, Shelley Miller, Patti Lazaroff, Kim Melito and Lynda Marmor. Absent and excused
  5. were Arlene Kessler, Phil Beberman, Rochelle Loper and Sheila Dworkis.
  6. SCHEDULING:
  7. Trips from the Recreation Board; After 6 – Welcome Back Party April 3rd and After 6 Meeting
  8. May 4th.
  9. MINUTES:
  10. Minutes were read from February 16th, 2022 by Shelley Miller. Corrections were made on the
  11. spelling of Lynda not Linda. After corrections were made a motion was made by Judy Clemon,
  12. seconded by Patti Lazaroff the minutes were approved by all Directors present.
  13. CORRESPONDENCE:

  16. As of February 28, 2022, we have $719,062.25. Plat deposits were $49,544.00
  17. Operating Checkbook has $39,554.92 and the Entertainment account has $4,553.45
  18. Treasurer explained that the report and everything is where it should be. A motion
  19. by Patti Lazaroff and seconded by Shelley Miller. The Treasurer’s Report was accepted
  20. by all Directors present.
  21. COMMITTEE REPORTS
  22. A Building
  23. Mike Montemurno went over Renovation line by line. Permits are starting to come in, so we
  24. can get started.  Judy Clemon told us that we would need to take a loan of $750,000.00 Joann
  25. and Judy met face to face with three banks. The best Bank to work with is First National Bank
  26. Coastal Community. We are asking for $750,000.00. Payments will be made and the first year
  27. there will be no interest. A motion was made by Patti Lazaroff to do business with First
  28. National Bank Coastal Community and seconded by Lynda Marmor and was accepted by all
  29. Directors present. We then made a motion to allow Judy Clemon to transfer monies from the
  30. bank and the Reserve Account, as needed every month for the Renovation of A Building. Patti
  31. Lazaroff made a motion to transfer these monies on a monthly basis, as needed, seconded by
  32. Shelley Miller, and was accepted by all Directors present. We discussed the roof and we
  33. received 3 bids for roof to be done. The cost for the roof will be $150,000.00.  A motion was
  34. made to put on a new roof on the A Building. A motion was made by Patti Lazaroff and
  35. seconded by Lynda Marmor and was accepted by all Directors present.

  38. C BUILDING, POOL, GYM:
  39. Leak in Gym roof. The leak was fixed
  40. ENTERTAINMENT:
  41. Casino Trip on April 5th at the Big Easy and a show at Delray Playhouse ”Same Time Next Year”

APPOINTMENT:

Shelley Miller was appointed to the position of Secretary of the Delray Villas Recreation Association by Joann Albertson.

MINUTES:

Minutes were read from January 19,2022 by Shelley Miller. Corrections were made on line 30, ($15,496.20) and on line 46, (two). After corrections on a motion from Arlene Kessler, seconded by Rochelle Loper the minutes were

approved by all Directors present.

CORRESPONDENCE:

A letter was sent from Plat 4/5 that Kim Melito was appointed to the Delray Villas Recreation Association Board. Welcome Kim!!! An email was sent from Dianne Stevens regarding a strengthening machine for the hips. This will be discussed later in the meeting

FINANCIAL REPORT:

As of January 31, 2022, we have $704,064.77. Plat deposits were $49,292.00. Operating Checkbook has $29,916.51 and the Entertainment account has $4,438.45. Treasurer explained the report and everything is where it should be. A motion by Arlene Kessler and seconded by Rochelle Loper. The Treasurer’s Report was

accepted by all Directors present.

Mike Montemurno went over Renovation Line Spread sheets. See Attached. We are waiting for all the permits, so that demolition can begin.

C BUILDING POOL, GYM:

The pool heater had Maintenance It was brought up from the correspondence about the machine for the hips. We do have equipment that does take care of the hips for exercise.

TENNIS, BOCCE, SHUFFLEBOARD, PICKLEBALL:

The cabinet is locked and there are residents that do not have a key. For those residents a key can be purchased for $30.00. Please contact Patty Lazaroff for the key.

 The meeting was called to order by Treasurer Judy Clemon 

  at 7:00pm in the Viking Room. After the pledge to the flag, a moment of  

 silence was held for recently departed Board Members, family, friends,

 residents, and our armed service members.  Please keep Joan Rosenberg

 in your prayers. Joan is in Hospice, Present was Joann Albertson, Tony Costa, Judy Clemon, Arlene Kessler, Phil Beberman, Patti Lazaroff, Shelley Miller, and

Sheila Dworkis. Absent and excused were Lynda Marmor and Rochelle Loper.

SCHEDULING:

 MINUTES:

 Minutes were read from December 15, 2021 by Shelley Miller, On a motion 

 from Patti Lazaroff, seconded by Arlene Kessler, the following action was 

 taken and the minutes were accepted as read, by all Directors present.

CORRESPONDENCE:

A letter was sent front Plat 3 letting us know that Joann Albertson was

re-elected to the Delray Villas Recreation Board.

ELECTIONS

Joann Albertson was nominated to be President of the Delray Villas 

Recreation Association by Judy Clemon and seconded by Shelley Miller.

Joan Albertson was elected.  Tony Costa nominated for Vice President by    

Judy Clemon seconded by Pat Lazaroff.  Tony Costa was elected. Judy 

nominated for Treasurer by Pat Lazaroff and seconded by Shelley 

Miller. Judy Clemon was elected.

FINANCIAL REPORT

As of December 31, 2021 $689,051.28. Plat deposits were $47,880.00

Operating checkbook has $15,496.20 and the Entertainment account has $4,393.45.  Money to be deposited for Trips. The Treasurer explained the report 

and everything is where it should be. A motion by Patti Lazaroff  and 2nd by 

Arlene Kessler, the following action was taken: The treasurer’s report

was accepted.

COMMITTEE REPORTS

A BUILDING:  Mike Montemurno went over expenses up to present which

is $77,387.50, That includes paid to date Design Team, Demo, Windows and

Doors. To move the Piano from the stage, there will be a cost of $650.00. The committee met with the Civil Engineers regarding parking and ADA.

B BUILDING: All OK

C BUILDING, POOL, GYM:

Jacuzzi went down and it was fixed. Now we need to get the temperature back 

  1. The TV on the treadmill was not working. The cost for a new TV was  

$1200.00. We got a discount of $400.00 and it turned out to be $800.00.  Also

The Adominisor Strap needed to be replaced for $132.00 . Joann made a 

motion to not to exceed these two pieces of equipment. Judy Clemon accepted the motion not to exceed $1,000.00 and Pat Lazaroff 2nd the motion. This was accepted by all Directors present.

ENTERTAINMENT-OUTSIDE ACTIVITIES: Motion made to make trips Outside  Activities. All Directors approved Handouts with upcoming trips was distributed

WEBSITE AND COMMUNITY CHANNELS: Everything is up to date

LANDSCAPING: All OK

TENNIS, BOCCE, SHUFFLEBOARD AND PICKLEBALL:

Windscreen will be put up at tennis courts and cost is $1219.80. A motion
made by Patti Lazaroff. Sheila Dworkis accepted the motion and 2nd by Patti Lazaroff. This was accepted by all Directors. Basketball hoop needs to be replaced. Patti Lazaroff will speak to Bill Yesowitch.

NEW BUSINESS 

Presentation by Design Team after meeting. Discussion of Arts and Crafts meeting room.

A motion to end meeting was made by Judy Clemon and 2nd by Pat Lazaroff

was and unanimously passed by all Directors present. Meeting ended 

at 7:45.

The Design Team presented the renderings for Building A.  The Building will be 

magnificent and we will be very proud to attend events in the A Building.  A 

thank you to the Committee and Mike Montemurno for doing a wonderful job.
